A report in The Times of London today suggests that churches are starting to use facial recognition technology, driven by CCTV cameras, as a means of tracking their members' attendance.

Is this an ethical thing for churches to be doing? What might be the possible outcomes?

I think you asked the wrong question re climate change summit. The question is should it have been held? There are a lot more important issues they should have been discussing, e.g. people trafficking.
